Rockets GM Daryl Morey did a Q and A on reddit and this came up:

What kind of role do you see Chandler Parsons playing this year?

likely starter and if he improves on his rookie year then he has as real chance to surprise the league. He has the mind and physical tools to be very good.

Too bad that Rockets team is going nowhere fast. Parsons would be a phenomenal role player on a contender because he does so many little complementary things well (spot up shooting, post entry passes, weakside rebounding, on ball defense, running the floor). He and Martin work very well together, but the rest of the team is a wreck, and if they want to get their hands on a legitimate star they will have to part with Martin's expiring deal anyway.

If you read the whole Q and A with Morey their philosophy is quite clear (and IMO spot on). Paraphrasing Morey, you can't win in this league without at least one top 10 to top 20 player. All the moves they make are to either acquire a that superstar player or acquire pieces that are building blocks to eventually acquire that player. They thought they had that player in Pau Gasol when the commish rescinded the trade and then they thought they had a great shot at Dwight. This is also the reason they traded Kyle Lowry who is a very good but not great player for a guaranteed lottery pick which is great trade bait. Really it was a quite insightful look into one GMs philosophy (and a GM who relies heavily on analytics.

The simple fact is that there are precious few elite players right now either in the last year of a contract with a team they don't want to commit to long-term or desiring a trade because of dissatisfaction with the franchise, or some combination thereof. Nothing. Houston is a huge asset in helping us in free agency (weather, income tax, large city, etc...). We are not the top destination city in the NBA but we are near the top. The reality is only a extremely small number of the top 10-20 players change each off-season (sometimes zero) and they also rarely change via free agency (vs trade) so the number of chances is extremely small and when those chances come up the number of potential destinations is very numerous. Long way of saying that the odds are stacked against every team and we just have not overcome those long odds. Has nothing to do with Houston.
