For a relatively small apartment, anyone have any recommendations for a good set of speakers (including a sub) and a receiver, at a decent price, to hook up with the TV for surround sound, music, etc.

I'm partial to Pioneer VSX series receivers. You get a lot for not a ton of money. As for speakers, look for Energy speakers. They are a canadian outfit owned by Klipsch and their quality is pretty good at a reasonable price. Don't skimp on the sub. I'm running a Klipsch 10" that I picked up on sale from Best Buy a couple years back.

I have the pioneer vsx as well, great machine no issues at all.

Count me in as a Pioneer fan dating back to the 80's. Getting a bit harder to find these days with so many newer brands being brought out, but you if you can pick up a Pioneer--get it without any hesitation.
As far as my speakers go--I am a bit unconventional in that I am using Minimus 7 Speakers as my front and rear speakers in one of my rooms which do an outstanding job. JBL center channel, with a JBL 10" sub. While the Minimus 7 speakers (made by Radio Shack beginning in the 70's and going through the 80's) may be dated--their punch for their size is unparalleled. Especially given the price you can find them on e-bay for. I know that Bose or Klipsch or numerous other speakers out there truly deliver--but the bang for the buck you get with these gems are second to none.
Also--you saying you are in a small apartment, these fit nicely in that situation. You can find them in black, white, and silver. I had some I used which I painted to match the room color (beige) in a extra den and they looked great.
It will all depend on your budget.

When I do theater systems, I usually suggest Proficient. Not ridiculously expensive but very good receivers, speakers, subs, or whatever. They have a complete range of equipment.

Anybody here have an opinion on "Vienna Acoustics" speakers?
I'm working with a specialty speaker store to put together a system and I think these are going to be my choice. Probably going with the Mozart Grand line.
I listened to a lot of brands including Bowers and Wilkins, Definitive, etc and landed on these. Much warmer and richer than anything else. The two floor speakers are going for ~$4K...total 3.1 system with receiver about $9K.
